The State Council Issues the 14th Five-Year Plan for Accelerating Agricultural and Rural Modernization, Rolling Out Comprehensive Arrangements for Agricultural and Rural Modernization in the Next Five Years

On May 26, 2026, the State Council officially issued the Plan for Accelerating Agricultural and Rural Modernization during the 15th Five-Year Plan Period (Document Guo Fa〔2026〕No.14). Centered on advancing agricultural and rural modernization, the document defines the general requirements, major targets, key tasks and supporting measures for agricultural and rural development in the 15th Five-Year Plan period, serving as vital policy guidance for the high-quality development of agriculture and rural areas in China over the next five years.

The Plan states that agricultural and rural modernization constitutes an integral component of Chinese modernization. The 15th Five-Year Plan period marks a critical stage for basically realizing agricultural and rural modernization. We must anchor the goal of building a strong agricultural country, take advancing comprehensive rural revitalization as the general starting point, coordinate the development of scientific, green, quality-oriented and brand-based agriculture, accelerate the development of livable, workable and beautiful villages, and secure major progress in agricultural and rural modernization.

I. Major Development Targets

The Plan sets clear development targets for two key time nodes:

By 2030

China will steadily boost its capacity to guarantee the supply of grain and other important agricultural products, continuously consolidate the foundation of food security, and raise the quality, efficiency and competitiveness of agriculture. Achievements in poverty alleviation will be sustained and expanded; self-reliance in agricultural science and technology will be greatly elevated; major breakthroughs will be made in fostering new quality productive forces in agriculture; farmers’ income will maintain rapid growth; rural infrastructure and public services will see notable improvements; and remarkable results will be attained in the high-quality development of agriculture and rural areas.

By 2035

Decisive progress will be achieved in comprehensive rural revitalization; agricultural modernization will be basically realized; rural areas will basically be equipped with modern living conditions; and tangible outcomes will be delivered in building a strong agricultural country.

II. Interpretation of Key Tasks

The Plan lays out systematic arrangements covering multiple core fields of agricultural and rural development, among which the following priorities are closely linked to protected agriculture, smart agriculture, plant factories, agricultural environmental control equipment and related sectors.

1. Improve Comprehensive Agricultural Production Capacity, Quality and Efficiency

The Plan stresses strengthening the supply guarantee capacity of grain and other vital agricultural products, thoroughly implementing the strategies of boosting grain production through farmland improvement and technological innovation, raising the per-unit yield of major crops such as grain and oil crops on a large scale, and boosting integrated efficiency through high-quality farmland, superior seeds, advanced machinery and sound agronomic practices. Meanwhile, China will optimize the supply mix of agricultural products, shift agriculture from output-oriented development to balanced development of output and quality, and build a diversified food supply system.

This means agricultural production will attach greater importance to quality, efficiency and sustainability alongside yield growth. For protected agriculture and plant factories, intelligent environmental regulation, precise supplementary lighting, integrated water and fertilizer management and standardized cultivation can further lift land utilization ratio, resource efficiency and the quality of agricultural produce.

2. Reinforce Support from Agricultural Science, Technology and Equipment

The Plan proposes strengthening original innovation in agricultural science and technology and tackling core and key technologies, enhancing agricultural innovation capacity and the commercialization and popularization of research results, accelerating the revitalization of the seed industry, developing and applying advanced, applicable agricultural machinery and equipment, and promoting the application of artificial intelligence and the development of smart agriculture.

Smart agriculture, agricultural artificial intelligence, IoT monitoring, intelligent equipment and seed industry innovation will be core priorities for agricultural technological progress in the coming years. Plant factories, intelligent greenhouses, artificial environment regulation systems, LED supplementary lighting equipment, germplasm resource preservation facilities and breeding acceleration systems all serve as critical technological pillars for agricultural modernization.

3. Advance the Modernization Upgrade of Protected Agriculture

The Plan explicitly calls for fully implementing initiatives to modernize and upgrade protected agriculture, advancing independent R&D of modern protected agricultural equipment, and renovating outdated facilities in a categorized and orderly manner. Protected agriculture is a key pathway to boost land utilization efficiency, realize year-round production and secure stable supply of agricultural products, as well as a vital carrier of agricultural modernization.

Moving forward, protected agriculture will further evolve toward intelligence, standardization and green development. Technologies including intelligent greenhouses, plant factories, soilless cultivation, integrated water and fertilizer management, and environmental monitoring & regulation will play an increasingly important role in agricultural production.

4. Accelerate the Comprehensive Green Transition of Agricultural Development

The Plan emphasizes conserving agricultural resources and ecological protection, adopting green agricultural production models, and facilitating the conversion of agricultural ecological value. Green agricultural development covers resource conservation, energy conservation and emission reduction, low-carbon production, circular agriculture and ecological environment protection.

For enterprises engaged in plant factories and protected agriculture, green transformation is mainly reflected in energy-saving environmental control, waste heat recovery, precise light regulation, closed-loop water and fertilizer circulation and low-carbon operation. By cutting energy consumption and improving resource utilization efficiency, agricultural production will shift from traditional high-energy-consumption modes to efficient, low-carbon and sustainable models.

5. Boost the Effectiveness of Policies to Strengthen Agriculture, Benefit Farmers and Enrich Rural Areas

The Plan puts forward improving investment mechanisms for agriculture and rural areas, and fostering a diversified investment pattern featuring prioritized fiscal support, targeted financial inclinations and active social participation. Agriculture and rural areas will be listed as priority fields covered by general public budgets; central budgetary investment, local government bonds and other funding channels will be fully leveraged to raise the efficiency and return of fiscal support for agriculture.

This signals that agricultural modernization projects will receive more policy support in the future, and agricultural enterprises will gain more funding, policy and project opportunities in facility construction, equipment upgrading, technological R&D, demonstration and promotion.

The release of the Plan delivers clear policy guidance for protected agriculture, smart agriculture and plant factory industries.
